Implement 7th UGC Pay by September 23 or face Stir, FEGOCTA warns Govt


IMPHAL: Demanding to the implementation 7th UGC Pay and UGC Regulations, 2018 for the college teachers in the state by September 23, Federation of College Teachers’ Associations, Manipur (FEGOCTA) has threatened to launch various agitations including cease work strike and mass casual leave if the Government fails to do so by then.

Addressing reporters at Manipur Press Club Imphal, FEGOCTA General Secretary Dr. N. Somorendro Singh said that the Association has submitted an ultimatum to the Chief Minister, Education Minister, Chief Secretary, Principal Secretary Finance, Commissioner of Higher Education and Director, University and Higher Education, Government of Manipur on Monday demanding to implement 7th UGC Pay and UGC Regulations, 2018 for the college teachers in the state.

In the ultimatum, the Association stated that on September 6, FEGOCTA executive committee meeting expressed deep concern over the Government’s failure to response and implement 7th UGC pay and Regulations. The meeting resolved that if the government fails to implement the 7th UGC Pay and UGC Regulations, 2018 for the college teachers in the state by September 23, the teachers may be compelled to launch cease work strike.

Government teachers really do not wish to disturb academic atmosphere in the colleges in the interest of the students and higher education. However, lackadaisical attitude of the government has prompted the teachers to agitate, he said.

“There are many other issues but as of now the FEGOCTA demand the government for immediate implementation of the 7th UGC Pay and regulations 2018”, Somorendro said.

He stated that the UGC Pay and Regulations for the College and University teachers are revised every ten years after central Pay revision. Manipur was the last state in India to implement 6th UGC Pay for the college teachers and only state refused to seek 80% reimbursement from January 1, 2006 to March 31 , 2010, he added.

Somorendra further said that College teachers in Manipur are discriminated by granting 13 months less from other employees of Manipur Government. Even today for almost 9 years college teachers are being discriminated by depriving allowance of SCA and TA which are component of salary, he added.

7th pat implementation order issued by Manipur Govt 11th July 2019has excluded the Govt teachers. Other states like Assam hae implemented the 7th UGC Pay and UGC Regulations, 2018 for the college teachers without waiting for agitation. Manipur Govt fails to respond despite three times memorandums by FEGOCTA during the last nine months, he added.
