CM talks tough against dumping of waste into rivers


The 173rd Death Anniversary of Narasingh was observed on Tuesday at Kangla wherein floral tributes were paid to the portrait of Late Maharaj Narasingh at his Manglen. The observation was organised by the State Archaeology, Department of Art and Culture, Government of Manipur.

Chief Minister N. Biren Singh led the other dignitaries in paying floral tributes besides offering tarpan at Nungjeng Pukhri, Kangla. The Chief Minister also paid obeisance to the Shree Shree Govinda Jiu Jalakeli Pala led by Maharajkumari Hemamanjuri.

Addressing the gathering during the formal programme, Biren expressed satisfaction that the observation of the Death Anniversary of Maharaj Narasingh has become bigger with much participation of Government officials and the public and organisation of a formal programme.

The Chief Minister underscored the need for the present generation to remember and honour the sacrifices made by our great forefathers for defending the freedom of their motherland. He expressed concern stating that the present generation seems to forget the contribution of our forefathers, instead many youths are getting addicted to drugs and intoxicants in the name of modern Manipur.  

The Chief Minister continued that acknowledging the heroic efforts of Maharaj Narasingh and Herachandra in driving the Burmese away, to end the Seven Years Devastation in 1826, the State Government had installed their statues beside the statue of Maharaj Gambhir Singh at Canchipur. Apart from this, a bigger statue of Maharaj Narasingh had also been installed in front of the Kangla Western Gate. Also, installation of another statue of Maharaj Narasingh at Moreh near the Ningthi River had been completed and would be inaugurated soon, he added.

The Chief Minister stressed on the need to maintain unity among different communities residing across the State, adding that the State Government had set up traditional huts representing different indigenous tribes of Manipur at the Sangai Ethnic Park at Moirang Khunou to showcase and promote our rich indigenous cultures.

He informed that the delegates of G20, who were on their visit to the State earlier this year were surprised to see the beauty and diversity of the State’s culture and tradition.

Biren further maintained that the State is moving ahead towards development with considerable improvement in law and order situation. He added that domestic and foreign tourists do not have any tense feeling in visiting the State.

He said that the State has become an attractive destination because of the support of the public in maintaining peace across the State. As such, many events like G20, Tri-Nation Football Tournament and Grand Finale of Femina Miss India are being held in the State, he added.

Further stating that the habit of cleanliness has been associated with our culture and tradition since time immemorial, he appealed to the public to also take concern in maintaining cleanliness outside their respective residences too, as they do to make their house neat and clean.

He also disclosed that he had instructed the Police Department to catch those people who throw garbage in rivers, which has been a major factor polluting the river. He further informed that bottle banks have also been installed at different places to drop plastic bottles.

Concluding his speech, the Chief Minister reiterated that the people of the State have been able to live as a civilization because of the selfless sacrifices and contribution made by our forefathers. He expressed the need for all communities to live together as one and join hands to take the State to a new height of development.

He also informed that the State Government would start a mass tree plantation drive in the coming rainy season, in various hill and valley areas of the State and in this regard he sought support of the people.

Delivering his Presidential speech, Rural Development and Panchayati Raj Minister Yumnam Khemchand Singh stressed on the importance of remembering and honouring our great forefathers for their heroic efforts to drive the Burmese soldiers away during the period of Seven Years Devastation. Maharaj Narsingh was one of the kings of Manipur who had taken a significant role in saving the Manipur civilization from the atrocities of the Burmese soldiers, he added.

Highlighting the development and progress of the State under the leadership of Chief Minister Biren, he maintained that the developmental gap between the hill and valley region had been bridged by taking up various welfare initiatives. He continued that the law and order situation of the State has considerably improved, with prevalence of peace across the State and subsequently many tourists have started visiting the State in the recent years.

Guard of Honour, Gun Salute, and Sounding of Last Post by a contingent of 1st Battalion Manipur Rifles were also the highlights of the observance. A two-minute silence was also observed by all as a mark of respect to Late Maharaj Narasingh.

Transport Minister Kashim Vashum, Member of Parliament Maharaja Leishemba Sanajaoba, MLA of Wangkhei AC Thangjam Arunkumar, MLA of Moirang AC Thongam Shanti, MLA of Wangoi Khuraijam Loken, MLA of Oinam AC Irengbam Nalini Devi, Director General of Police P. Doungel and Senior Government Officials also attended the observance function among others.

EEVFAM and HRA strongly condemn the denial of prosecution sanction of some police

Extrajudicial Execution Victim Families Association, Manipur (EEVFAM) and Human Rights Alert (HRA) strongly condemn the denial of prosecution sanction of some police personnel while granting prosecution sanction for some other police personnel involved in the same extrajudicial killing. 


On 29.08.1998 Major Shaiza and four others were killed at Kwakeithel Akham Leikai, Imphal West District in broad day light. Following the direction of the Hon’ble Supreme Court of India CBI/SIT investigated the case and submitted charge-sheet against accused police personnel. Out of the accused persons four accused namely, Khondongbam Inaobi Singh, Thangkhongam Lungdim, Md. Akhtar Hussain and Thokchom Krishnatombi Singh were already granted prosecution sanction by the state government in the same incident. Subsequently, CBI gave an observation the four accused persons are hiding and created false story to screen their team members from the offence committed by them, which is also an offence  under section  201  IPC. On further investigation CBI filed supplementary chargesheet against four Manipur personnel of the then Rapid Action Police Force / CDO, Imphal West for the offence punishable under section 302, 307, 201 and 34 IPC. They are namely: 

(1)Mr. Nongmaithem Rameshwor Singh (A-6), 

(2)Baremron Khamjai (A-8), 

(3)Khundrakpam Ranjeet Singh (A-9) and 

(4)Leitanthem Sharat Singh (A-10) 

However the Government of Manipur denied prosecution sanction against the four accused vide letter no. 2/8(5)/2018-H(CBI) (EJK) 25 dated 05.12.2022 by Mr. Rehanuddin Choudhury, Joint Secretary (Home) Government of Manipur.

In a democracy where there is rule of law the government is duty bound to ensure that no perpetrators of the crime are left scot-free and they are to be punished as per the law of the land. Such acts of  the Government of Manipur to denied prosecution sanction to a group of perpetrators of crime while giving prosecution sanction to another group involved in the same incident is down right arbitrary and discriminatory. EEVFAM and HRA humbly appeal to the Government that prosecution sanction be granted to all the accused against whom triable evidence have been found by the CBI/SIT so that court can conduct a fair trial to determine if they are acquitted or convicted as per the law.  

Major Bob Khating Football Tournament Concludes at Leimakhong


Major Bob Khathing Memorial Football Tournament concluded on 13 Mar 2023, after 13 days of exhilarating and intense competition between 20 teams from Manipur state. The thrilling final match held at Mission Veng ground, Leimakhong between Football Lovers team from Chinmang Village, Senapati and Brother FC from Sapomeina village, Senapati was witnessed by more than 1200 locals. Football Lovers won by 03 goals and were crowned the Champions. 

Hon’ble Youth Affairs and Sports Minister of Manipur, Shri Govindas Konthoujam was the chief guest on the occasion and felicitated the teams. The Sports Minister commended the efforts of the Red Shield Division in providing such an opportunity to the local youth and helping in overall progress and development of the society.

The Tournament was a resounding success, bringing together football enthusiasts from across the region. It has not only provided a platform for the young players to showcase their skills but also helped the communities to come together and celebrate the spirit of sportsmanship.

Cabinet decided to withdraw from tripartee Soo with KNA AND ZRA


Cabinet reviewed the law and order situation in various districts in view of the rallies held today at Churachandpur, Kangpokpi and Tengnoupal districts. Cabinet noted that the rallies were organized for a cause which is unconstitutional and the rallies therefore were illegal. After detail deliberation, Cabinet decided to withdraw the State Government from tripartite talks / SOO agreements with 2 hill-based insurgent groups, namely the Kuki National Army (KNA) and the Zomi Revolutionary Army (ZRA) whose leaders hail from outside the State. 

Cabinet further reaffirmed that the State Government will not compromise on steps taken to protect the State’s forest resources and for eradicating poppy cultivation. Show cause notices have been issued to DC and SPs of Churachandpur and Tengnoupal for allowing the rally in violation of prohibitory orders under CrPC 144. Strong action will be taken on officers responsible for lapses in security.

Bomb planted at Khongjom defused safely


THOUBAL: A team of KJM-PS along with BDDS difused the bomb safely at around 11:30 today. The bomb was planted at Khongjom loukol near Eastern side of the YMC brick field  Khongjom Langathel lamgam Ching- The team rushed and cordoned off the area and later a Bomb detection and disposal squad of KJM-PS along with BDDS successfully managed to defuse the bomb safely:

Manipur Kabui Union representatives submitted memorandum to MPCC President K. Meghachandra.


Manipur Kabui Union, an indigenous tribe of Manipur submitted a joint memorandum under the leadership of Dr. K. Heera Kabui to K.Meghachandra, Hon'ble President, MPCC to raise their voice in the next Legislative Assembly of Manipur to protect and save Kabui cultures, customs, language, religion under the Universal Declaration of the Rights of Indigenous People in the Article 11 which states the dignity and diversity of cultures, traditions, histories and aspirations

One Day National Dialogue on Tribal Heroes in India’s Freedom Struggle’ at the Centenary Hall of Manipur University, Canchipur.


Chief Minister N Biren attended the ‘One Day National Dialogue on Tribal Heroes in India’s Freedom Struggle’ at the Centenary Hall of Manipur University, Canchipur.  

The programme was held to honor the roles of unsung tribal heroes during India’s struggle for Independence. PM, Narendra Modi has taken up various initiatives, most prominent being the observation of Janjatiya Gaurav Divas on November 15.

Following PM’s announcement to set up tribal freedom fighters’ museums across the country, the construction of the Rani Gaidinliu Tribal Freedom Fighters’ Museum in the state is also underway.

Vice-Chancellor, Manipur University Prof. N. Lokendra Singh, Joint Secretary (NCST) Konthang Touthang, Professor, Department of History, Tripura University Prof. Sukhendu Debbarma, Vaibhav Surange of Akhil Bharatiya Vanvasi Kalyan Ashram, faculties and students of Manipur University also attended the programme among others.

River Cleaning campaign begins in Kangpokpi.


Following the successful cleaning and rejuvenation campaign of Nambul River, Directorate of Environment & Climate Change and Water Resources Department today launched a month-long ‘Cleaning of Imphal River Campaign under the River Rejuvenation Programme’ in Kangpokpi district. 

The programme is undertaken in collaboration with the District Administration Kangpokpi, Sadar Hills Autonomous District Council (SH-ADC), Kangpokpi Town Committee (KTC), Kangpokpi Women’s Welfare Organisation (KWWO), Kangpokpi Youth Union (KYU) among others.

Speaking to District Information Officer, Kangpokpi, Deputy Director Dr. T. Brajakumar Singh, Directorate of Environment and Climate Change said the target is to fully clean the Imphal River which is under the initiative of Chief Minister N. Biren Singh and guidance of Water Resources Minister Awangbow Newmai.  Informing that the Imphal River cleaning drive is along the stretch from Kangpokpi to Sekmai for phase-I, he said the cleaning process has started from today in Kangpokpi district. He also said, simultaneously a month-long awareness campaign will begin from coming Tuesday (4th October, 2022) at each and every wards of the district consisting of around 50 households. 

He said the target is to collect domestic waste at each household and to impose door to door waste collection at various establishments which will be done by the KTC under the overall supervision of the SH-ADC. He informed that actions have been taken up as per the District Environment Plan. 

Stating that the target is to change people’s habit and to privatise the door to door collection for self sustenance for the maintenance of the operation, he informed that the aim is to stop domestic waste/solid waste from polluting the Imphal River. 

He said establishment areas like markets, hospitals, offices, shops among others will have to mandatory pay fees for the collection of solid waste, which will be done on daily basis. He informed that in case the campaign is successful than it will be continued for few months. 

On the other hand, KTC Chairman Angam Leivon welcomed the move of the government and expressed his happiness over the cleaning of the river, plan for awareness campaign and collection of solid waste. Stating that the plan will surely help the people of the district to live in clean environment, he said the action plan is the need of the hour as it is important to save the rivers and other water bodies in the State.  

It may be noted that on 19th of this month, Water Resources Minister Awangbow Newmai along with  Kengoo Zuringla, IAS, Deputy Commissioner Kangpokpi and officials of Water Resources Department and Directorate of Environment & Climate Change had inspected the Imphal River, Makhan River and Sekmai River banks.
